The competition between British police forces to be seen to be helping in the search for Madeleine McCann hampered the investigation into her disappearance and has had negative effects ever since, according to the author of a secret Home Office report.

The unpublished report - commissioned by former Home Secretary Alan Johnson in 2009 - concluded that so many UK agencies got involved it damaged relations with Portuguese police, Sky News has learnt.

Jim Gamble, the former head of the Child Exploitation and Online Protection Centre (CEOP) who wrote the report, said the intervention of competing police chiefs has had a long-term negative effect on the investigation.

Sky News has been briefed on the contents of the hitherto unseen document - delivered in 2010 - which eventually led to the Metropolitan Police re-opening the investigation.

So who was hampering who? I don't know if anyone got a list of the agencies, but I saw CEOP, SOCA, Home Office - so were they at odds with each other? I don't see how Jim Gamble can exclude himself from the list of police chiefs competing, he was one of them! Didn't he assist in compiling a profile of Robert Murat? A single man, lives close by, watchy dodgy porn (allegedly).

I didn't think it was possible for JG to look more shifty, but he certainly managed it there. He looked as though he were struggling to maintain the illusion of strong, powerful man, the old air of being in charge was missing. If he is criticising the other agencies, and the other police chiefs, which is sounds as though he is, then he is effectively throwing down the gauntlet.

We could read all sorts into that, no least that he may be pre-empting something that is on the horizon. The simplest explanation however, is that he is assisting in the promotion of the new K&G are innocent book, the success of which could help a lot of people in a lot of ways. It could win back the public's affection for the martyred couple (v.unlikely) or confuse the situation still further as to who the 'whitewashers' were. I wonder if we are seeing the beginnings of the blame game?

You know what? I've been under the impression, that Gamble sussed out the McCs long time ago. However, I have no idea, if primo that's true and secundo if there was another scenario in the background. BUT when the one-minute-Madeleine-video went viral, I detected a totally detached Kate and a hyperventilating Gerry on the sofas with Gamble ...

Police chiefs fighting to be seen to be helping in the search for Madeleine McCann alienated Portuguese authorities and had a long-term impact on the investigation, report finds

British police forces competing to been seen to be helping find Madeleine McCann hampered the investigation and has had a long term negative effect, a secret Home Office report found.
The unpublished report by Jim Gamble, former head of the Child Exploitation and Online Protection Centre (CEOP), found that so many UK agencies got involved it damaged relations with Portuguese police.
The report, commissioned by former Home Secretary Alan Johnson in 2009, was delivered in 2010 and led to the Metropolitan Police reopening the investigation into Madeleine's disappearance, but was never released.
For the first time details have been briefed to Sky News, revealing that Mr Gamble criticised the Association of Chief Police Officers decision to put Leicestershire Police in charge of the operation because the McCanns lives in the county, despite the fact the force was ill-equipped to deal with such a big investigation.
Mr Gamble said that within weeks of Madeleine going missing in May 2007 the Portuguese were given advice by CEOP, the Metropolitan Police, the Serious Organised Crime Agency and the National Police Improvement Agency.

             


The Crimestoppers charity published its own appeal hotline and different Government ministers – No 10, the Home Office and the Foreign Office – were demanding briefings from the various agencies.
Mr Gamble said: “All of us, including myself at CEOP at the time, your first gut reaction is you want to help, a child has gone missing … so everyone came with best intention, that created a sense of chaos and a sense of competition, people putting their hand up and wanting to help and in many instances in my opinion wanting to be seen to help.
“If we look at it honestly there were some in leadership roles who wanted to represent their organisation to be seen to take a lead role and be seen to provide critical input in this and that made it difficult for a small, regional force like Leicestershire.
“It was unhelpful … I've no doubt relationships from the outset with the Portuguese were impacted by it and I think that had a long term negative effect on the investigation and I think to this very day the Met investigation team that's engaged now are still having to manage and massage that relationship and perhaps to be fair to the Portuguese, mend some fences that were trodden on in the early days.”
He has refused to discuss the content of his report, but leaked details reveals that the intervention of multiple British police forces and crime agencies led to "frustration" and "resentment" among the Portuguese police who believed that their British counterparts were on the side of the McCanns.
Because of the challenges to the way the Portuguese police were investigating Britain was warned that they should not try to act as a "colonial power".
Discussing the investigation Mr Gamble said that the initial Portuguese police response to Madeleine’s disappearance was "haphazard".
“There was chaos, and as it went on it was haphazard which was alien to the more structured police you would expect here in the UK. There was not a sense of order.
“In the first instance the parents should be your Number One suspects. In most cases in the first few golden hours as you collect evidence you can then rule them in or out.
“And that was one of the huge flaws in this, that people didn't focus on clearing the ground beneath their feet in those chaotic first few hours that led into the haphazard first few weeks.
“When I carried out the scoping review there was no evidence that some of the critical information and the analysis of which could have led to intelligence and to leads had been followed up.”
One of Mr Gamble’s recommendations in his report was the establishment of a national centre for missing children which could combine the resources of the best experts and technology.
However, this has not been set up and therefore the British authorities are no better equipped to deal with a similar situation than they were in 2007, Mr Gamble warns.
However, despite the failings Mr Gamble remains confident that Madeleine's case will be solved.
“Someone knows … I genuinely believe in my lifetime we will find out what happened. Relationships, loyalties change, and at some stage some person will come forward.”
Author Anthony Summers, whose book ‘Looking for Madeleine’ is out next week and contains further revelations about the case, said: “It was a case of too many cooks, all with good intentions, spoiling the broth of the initial investigation. And then the mistakes, or should I say the missteps, began to pile one upon another.”
Co-author Robbyn Swan added: “The problems that grew out of the race to help in the initial phase of the Madeleine investigation, the problems of the lack of co-ordination between the Portuguese and the British police, the bad feeling, the lack of translation ability, those things have not been fundamentally addressed.”
The Home Office – which declined to release the report under Freedom of Information laws – declined to comment.

Gamble was trying to get increased powers for CEOP and the angelic Madeleine was the perfect poster girl. Lets face it most missing and exploited children are no oil paintings. It was all about the marketing imo, and attempts by the government to police the internet. When we fear for our children we are willing to hand over our freedoms without a second thought. It was JG's job to convince the public that we are surrounded by paedophiles and perverts, they are the new 'reds' under the bed, as it were, the hidden enemy within. Its ridiculously easy to create paranoia among the masses.

What on earth did CEOP (the Child Exploitation and Online Protection agency) have to do with a 3/4 year child snatched from her bed in the Algarve. Three year old Madeleine wasn't groomed online, and I hope to God she wasn't exploited, so what did it have to do with them? Yet they were out there within days, so too the Serious Organised Crime Agency? I think the first of Richard D. Hall's videos was brilliant in listing all the VIPs who were on the first plane out there.

Don't know what to make of that. Brunty -- who i remember breaking the DNA in hire car and snifffer dogs stuff -- has had to lie for the last 7 years or so vis-a-vis this case. And there, with his arms folded, looked like he was ready to stick it to somebody. and Jim Gamble as well??

Then again, when I read that linked aritcle, that talked about Swan and Summers, I just thought, no, no change here. But will be interesting to see what happens.

Haven't watched it yet but did Clarence make an appearance? if not i find it quite suspicious has he jumped ship? i get a feeling this couple have been taken in well and proper by a pair of Narcissists? ETA,just watched report on sky news why are this couple using "the last photo" on the cover of there book? IMO this book as the Maccnn's written all over it, will be interesting what loyalties will be going in to the fund.

Well, I actually feel quite positive after watching that. I could be well off the mark but it sounded like the 'excuses' were getting a good airing. 'The investigation was hampered as all these different organisations were involved' etc etc.

IMO Jim Gamble knows exactly what happened. He like everyone else got on the gravy or should I say money train at the beginning. Brunty looked cheesed off as he is restricted what he can say obviously, but again someone else who knows.

Could it be the start of 'damage limitation'. Each agency blaming the others for sticking their nose in.

Surely GA will win the libel trial and then highly probable some floodgates will begin to open.

The truth is beginning to seep out to the masses and they cannot contain it anymore.  Working on a strategy to save face in the interim period before Redwood swoops in and makes the arrests (parents etc).

Or am I just overly optimistic after a long tiring day.

Interesting what this new book is all about.

Of course, Gamble knows.
I've said it so many times elsewhere and was always ignored or ridiculed.

Next step Dr. Amaral winning the ridiculous court case - after 5 years of being "suffocated".

Overly optimistic imo. to me they are setting up the new book about to be published as the definitive account which leads to nowhere and SY closing down the case in the near future.

I was an optimist for a good few years of this case however for me it's not about just the doctors therefore I'm pessimistic that the truth will ever be known and the culprits brought to justice. How SY can look in every direction other than the right one astounds me!

Yes, you could well be right but I just can't understand how they could close this case down. If they wanted it closed down, then it would of been ages ago without Scotland Yard spending 7 plus million. Now if GA wins the trial then surely he is allowed to say whatever he wants and he has always said that he knows more than he has let on.

Will reserve judgement on this book at this stage until I have sat down and read it cover to cover.
