It does sound like the usual tabloid hokum but apparently there are in some circles people who identify themselves to others by clothing and / or symbols.

From Sky's article about it...
Police have been training to spot tattoos, books and even clothing that could indicate someone is a paedophile.
About 400 Durham officers were taught specialist skills developed by Texas police and Dr Joe Sullivan, an expert who has worked on the Madeleine McCann case.
They learnt about behavioural signs that could signal a potential child abuser and prompt the need for further questioning.
Dr Sullivan said he did not want to give more details to the public but that his knowledge had come from interviewing thousands of paedophiles.
"I have learned from that they have had to say, what are the key indicators that someone who may not have that level of knowledge may not pick up on.

"This training is about targeting frontline staff who are not working in the arena of child sexual exploitation."
It is the first time UK police have taken part in the Intervene to Protect a Child programme and it is hoped it will help them spot warning signs - even if the case is not originally flagged as child abuse.
PCSO Adam Grundy, 28, put his new skills to use just two weeks after the training, protecting a five-year-old girl.
He became concerned when he spotted a condom and a Viagra pill at the property of a man in his 80s during a routine call.
Mr Grundy said: "This guy was being very evasive with me when normally he would engage. He was very stand-offish and wanted me to leave.
"His personality had completely changed and that was something I referred back to in my training."
The training has also been completed by another 160 workers including teachers, fire officers and health workers.
"We are giving them the confidence to recognise, if people wear certain clothing, if people have certain tattoos, if people behave in a certain way, that might be an indication,” said Durham’s chief constable, Mike Barton.
"When you add these things together, that should give them the confidence to a frontline member of staff to do a bit more digging."

Sometimes I'm asked to input a code before I can post messages on forums.

It's odd, normal posts seem ok, it is certain articles you get this code thing with, I wonder why.

Durham Police has adopted a programme developed in the US by the Texas Rangers with the expert involvement of Dr Joe Sullivan, an international expert who has assisted detectives on the Madeline McCann disappearance and the murder of April Jones.
Above from Mirror article, lots of info here on Dr Joe Sullivan...

OMG, this has set my blood boiling, going do a reply later and probably a blog. An 80 year old found with a used condom - get a SWAT team out and put the army on standby! What a load of absolute bollox, it's official, we now have 'thought police'!

Have you read the circumstances surrounding this, Ros? The elderly man was afaik a sex offender and there was the issue of a young and vulnerable child to protect.
Why is your blood boiling?
article below, bold mine.
http://www.chroniclelive.co.uk/news/north-east-news/durham-pcso-saves-child-sexual-9053757
After a chance conversation with Mike Barton, chief constable of Durham police, the force commissioned a similar programme and after two weeks Mr Grundy has already helped prevent a girl under five from being sexually abused.
He said: “I went to an address visiting a gentleman.
“He was very stand offish, and referring back to the IPC training, that was one of the signs that was suggested to look out for.
“On the kitchen table he had a condom and a viagra tablet, this is a man in his 80s and I knew he posed a risk to children.”
Mr Grundy said despite previously enjoying a chatty relationship with the man, who is a convicted sex offender, he was reluctant to speak to him and asked him to leave.
Eventually he discovered he was going to be in contact with a young girl.
Immediately Mr Grundy contacted Durham Police public protection unit who then spoke to social services and stepped in.
Despite no criminal action being taken against the man, a written agreement has been put in place banning him from further contact with the child.

It does say that he had a history of abusing children. I think that Cristobell may have overlooked that bit.

Why is your blood boiling? This particular 80 year old was found with a used condom AND a history of sexual offences AND plans in place to meet up with young girls. The police were absolutely correct.

No, I didn't Freedom, but I would like to know exactly what this history of abusing children consisted of, one thing that has become very clear to me over the years as I have dug deeper into this subject, is the way in which hysteria clouds all form of discussion. In order to get convictions for paedophilia, some cops are more than happy to go way beyond the call of duty as all those rounded up by Operation Ore could probably tell us.
If this 80 year old is a danger to children, why is he living in the community? Its not as if they didn't know about his past. Is he a threat to ALL children, or just the 4 year old who might visit him? And why did it take the eagle eye observance of an enthusiastic young cop to bring this 'terrible threat' to the public's attention? How many kids have actually been saved by the spotting of this used condom?
Kids are sexually abused in their own homes and by people who know them. I cannot say this often enough. Joe Sullivan, like Jim Gamble, is asking the public to buy into the idea that their kids are in constant danger from solitary predators hiding in their bedrooms, in other words, the usual suspects, the 'bogeymen'. The children who are being abused, now, as we speak, are being abused by parents, step parents, uncles, aunts, friends, children of friends, medical professionals and by those drawn to childcare and child protection in order to have access to vulnerable kids. These are all 'look over there, not over here' tactics, the abusers do not have tattoos or secret signs, they are generally smartly dressed, wearing a suit and acting in the child's 'best interests'.
I was actually sexually abused as a child, several times, but I have never written about it before, not even in my book (probably should have, it would have helped sales, lol), because as a mum, my kids didn't need to know about it. However, they are older now and wiser and able to keep things in perspective, as indeed am I, and I'm ready to discuss it. I will do a blog.
