Britain will slip further down the international league table of media freedom if measures to regulate newspapers are passed by MPs, a minister warned today.
Culture minister Margot James said: “UK’s current standing at 40th on the World Press Freedom index needs to be improved, not set back further.”
Her intervention came as the Commons prepared to vote on a proposal that would expose newspapers to paying the full costs of some court cases even if they are proved to have been in the right.
The idea was put to a vote by Labour deputy leader Tom Watson and backed by privacy campaigners reportedly funded by F1 racing tycoon Max Mosley. A second vote was called by former Labour leader Ed Miliband in a bid to force a new statutory inquiry into newspapers, their relationships with police officers and handling of data.
“These amendments would undermine the freedom of our newspapers,” tweeted Ms James, who said the new Data Protection Bill would strike a fair balance “between respecting press freedom and curbing excesses”. Former Guardian editor lan Rusbridger tweeted it would be “crazy to impose punitive costs on newspapers” in the way proposed by Mr Watson. But he said the arguments for a new Leveson inquiry were “harder to dismiss”.
Gerry McCann, whose daughter Madeleine was abducted in Portugal a decade ago, said it would be “a betrayal of the victims” of media intrusion not to hold the second part of the Leveson inquiry. He said he had no faith in the independent newspaper regulator Ipso, telling Radio 4’s Today programme: “I wouldn’t even talk to them.”
Theresa May told Cabinet yesterday it was “very important for the Government to resist amendments which could undermine our free press”.
The Prime Minister pointed out that almost £50 million of public money was spent investigating phone hacking, saying another inquiry would not be a “proportionate” solution to claims that had been investigated already.
Local newspaper editors say the Labour amendments could destroy regional journalism. The News Media Association described them as “draconian”.

So victims of ‘press abuse’ like the Mccanns (!!!) are to be allowed to take the government to court over its decision to scrap part two of the Leveson inquiry. A judicial review will be held this Oct.
If the Hacked Off group wins, it will get costs so the taxpayer pays.
The press has indeed behaved very badly with McCann coverage by questioning nothing and just taking their PR teams press releases at face value. Print lies or misinformation often enough and it becomes ‘the truth.’ The journalists who have written these 'exclusives' over the years should be expelled from the NUJ - but possibly they were never members. I do believe that the NUJ cares about standards.
In other instances, people have been badly treated like Christopher Jeffries who is also mentioned in the NUJ article in its magazine. I do believe there should be appropriate mechanisms for redress.
Trust the McCanns to get in on this as though they were genuine victims. It is irritating to see their names in the list of press victims along with innocent Mr Jeffries.

It has never done my blood pressure any good to see the McCanns linked together with people who have suffered at the hands of the media or are crime victims, like April Jones's family.

The Government’s decision not to go ahead with the second part of the Leveson Inquiry into press standards and regulation is being challenged at the High Court.
Leveson II was due to look into unlawful conduct within media organisations as well as relations between police and the press.
But Culture Secretary Matt Hancock announced in March that reopening the “costly and time-consuming” inquiry – which reported on press regulation and ethics in 2012 – was not “the right way forward”.
The decision was taken jointly by Mr Hancock and then Home Secretary Amber Rudd.

The challenge is being brought by Christopher Jefferies, Kate and Gerry McCann, and Jacqui Hames, who all gave evidence during the first part of the inquiry.
Bristol landlord Mr Jefferies, who was libelled by the press when he was wrongly accused of the murder of Joanna Yeates in 2010, told the inquiry he was “vilified” by the media.
The McCanns complained of press intrusion into their lives after their daughter Madeleine went missing on holiday in Portugal in 2007.
Former detective and Crimewatch presenter Ms Hames received apologies and damages from News Group Newspapers, part of News UK, and Trinity Mirror over phone hacking and other illegal activity.
Speaking after Mr Hancock’s announcement, Ms Hames said the Conservatives had broken a promise by former prime minister David Cameron to finish the inquiry and she had “no confidence” in the Government.

Crowdfunded journalism website Byline Media is also bringing the judicial review, which will be heard by two senior judges on Thursday and Friday.
Sir Brian Leveson heard the first part of the inquiry, which cost the taxpayer £5.4 million, over 17 months and delivered his report in 2012.
In a letter to then Home Secretary Amber Rudd dated January 23, Sir Brian said he believed the bulk of the inquiry’s scope should go ahead.
He said: “I have no doubt that there is still a legitimate expectation on behalf of the public and, in particular, the alleged victims of phone hacking and other unlawful conduct, that there will be a full public examination of the circumstances that allowed that behaviour to develop and clear reassurances that nothing of the same scale could occur again: that is what they were promised.
“For the reasons given above, I do not believe that we are yet even near that position and would urge you to give further consideration to the need for at least the bulk of part two to be commenced as soon as possible.”
Sir Brian added that while he could not preside over the second part himself because of his workload, he would have been “very willing” to help another chairman.

Announcing the original inquiry in 2011 in response to a wave of public anger over alleged phone-hacking by the now-defunct News Of The World, Mr Cameron said that it would be divided into two parts.
But Mr Hancock said there had been “significant progress” in the practices of the press and the police, including the creation of the new Independent Press Standards Organisation, since Sir Brian’s report.
A large majority of those responding to a consultation launched by his predecessor John Whittingdale in 2016 opposed the implementation of Leveson II, he said.
Telling MPs he was formally closing the inquiry, Mr Hancock said that priority should be given to dealing with the challenges of the modern media landscape, such as the rise of clickbait, fake news and social media.

Sir Brian Leveson heard the first part of the inquiry, which cost the taxpayer £5.4 million, over 17 months and delivered his report in 2012.
In a letter to then Home Secretary Amber Rudd dated January 23, Sir Brian said he believed the bulk of the inquiry’s scope should go ahead.
He said: “I have no doubt that there is still a legitimate expectation on behalf of the public and, in particular, the alleged victims of phone hacking and other unlawful conduct, that there will be a full public examination of the circumstances that allowed that behaviour to develop and clear reassurances that nothing of the same scale could occur again: that is what they were promised.
“For the reasons given above, I do not believe that we are yet even near that position and would urge you to give further consideration to the need for at least the bulk of part two to be commenced as soon as possible.”
Sir Brian added that while he could not preside over the second part himself because of his workload, he would have been “very willing” to help another chairman.

Announcing the original inquiry in 2011 in response to a wave of public anger over alleged phone-hacking by the now-defunct News Of The World, Mr Cameron said that it would be divided into two parts.
But Mr Hancock said there had been “significant progress” in the practices of the press and the police, including the creation of the new Independent Press Standards Organisation, since Sir Brian’s report.
A large majority of those responding to a consultation launched by his predecessor John Whittingdale in 2016 opposed the implementation of Leveson II, he said.
Telling MPs he was formally closing the inquiry, Mr Hancock said that priority should be given to dealing with the challenges of the modern media landscape, such as the rise of clickbait, fake news and social media.

Four victims of intrusion by the UK press have lost a High Court fight against the government over its decision to scrap the second part of the Leveson Inquiry into media standards.
Christopher Jefferies, Kate and Gerry McCann and Jacqui Hames had brought a judicial review against the government’s move.
Dismissing the case, Lord Justice Davis said: “I have ... a great deal of sympathy for the claimants.
“I can readily understand their bitter disappointment at what has eventuated.
“But I am afraid that sympathy cannot override the law, and I can see absolutely no basis for these grounds of claim ... achieving the result which the claimants seek.”
The second part of the inquiry was due to look into unlawful conduct within media organisations as well as relations between police and the press.
But in March, then-culture secretary Matt Hancock decided reopening the “costly and time-consuming” inquiry on press regulation and ethics was not “the right way forward
He said the media landscape had changed significantly since the 2011 phone hacking scandal and justice had been served via the criminal trials of some of those involved.
At a hearing earlier this month, the court heard David Cameron made a “clear and unambiguous commitment” that the second phase of Leveson would go ahead at a meeting with phone-hacking victims in November 2012.
Helen Mountfield QC, representing the four who brought the judicial review, told the court there “could hardly be matters of greater public importance” than the issues Leveson part two was due to look into.
She argued the decision to cancel it was “unlawful” because the four had a “legitimate expectation” it would go ahead following the meeting with Mr Cameron, who was prime minister at the time.
The government argued Mr Cameron’s statements at the meeting “did not give rise to a binding obligation” to proceed with the second part of the inquiry.
They also took issue with a “covert recording” of the 2012 meeting, made by an unknown person associated with the Hacked Off campaign group, which had only recently been disclosed to the government’s legal team.
Ms Hames, a former police officer and Crimewatch presenter whose phone was hacked, responded to the High Court ruling by saying: “The government’s capitulation once again to newspaper owners and executives, over the cancellation of the inquiry before it had been allowed to finish its work, was an act of extraordinary cowardice.
“Extensive criminal activity occurred at some of the country’s most powerful newspapers, yet not a single executive has been held accountable – and now the government will not even allow the agreed and promised public inquiry to finish.”
Ms Hames received apologies and damages from News Group Newspapers, part of News UK, and Trinity Mirror over phone hacking and other illegal activity.
Bristol landlord Mr Jefferies, who was libelled by the press when he was wrongly accused of the murder of Joanna Yeates in 2010, told the [url=https://www.independent.co.uk/topic/Leveson Inquiry]Leveson Inquiry[/url] he was “vilified” by the media.
The McCanns complained of press intrusion into their lives after their daughter Madeleine went missing on holiday in Portugal in 2007.
