I can understand why he didn't go.

Again, (just like the motorway couple) police have not followed up on a witness saying he saw Amber going into the bushes 20 mins after she walked out of home. Maybe she could have been saved if police had looked there promptly.

I know someone who is now thankfully retired as a social worker. There was such pressure of work - so many people needing help, so little resources - that the job became intolerable and drove her nearly to destruction.
I am sure that, in most cases, social workers are not incompetent and lazy but are unable to deal with their workload.
As regards the "bushes" man, he didn't think anything of it at the time - no blame suggested towards him - and poor Amber was long gone before he realised the significance.
